Offers for support in everyday life – recognition, registration, support
The aim and task of the support services for everyday life is to maintain the independence of those in need of care, to relieve the burden on caregiving relatives and to prevent them from falling ill themselves due to the time-consuming and complex care. Home care enables those affected to remain in their own four walls for as long as possible. Offers for support in everyday life can be recognized under state law and funded under certain conditions.
Recognition
Offers for support in everyday life that those in need of care wish to take advantage of via the monthly relief amount require recognition under state law. Recognition guarantees those in need of care the high and consistent quality of the services. To make it easier for those affected and providers to contact each other, the addresses of the recognized services in Bavaria are published on the websites of the Bavarian State Ministry of Health and Care, the Bavarian State Office for Care, the specialist agencies for dementia and care and the care insurance funds.
The application for recognition can be submitted to the Bavarian State Office for Nursing at any time. Recognition can be applied for the following services: Care group, volunteer helper circle, quality-assured day care in private households, household-related services, everyday companions and care companions.
The recognition procedure is aimed at a variety of service providers and providers. For example, everyday support services can be provided by non-statutory welfare associations and their affiliated organizations, outpatient services, neighbourhood help, associations, private providers or individuals.

Registration and recognition of individuals
Since January 2021, the provision of everyday support services by individuals has been possible under certain quality criteria. This is intended both to maintain the existing and well-functioning structures and to create new, very low-threshold opportunities for voluntary and full-time individual helpers. The recognition or registration of individuals is possible under certain conditions for individuals working on a voluntary basis and for self-employed individuals.
Self-employed individuals
The Bavarian State Office for Care is responsible for recognizing individuals in the context of self-employment. The legal basis for the recognition procedure is provided by § 80, § 81 and § 82 of the Ordinance on the Implementation of Social Security Laws (AVSG) in conjunction with No. 1.3.2 of the Notes on the Implementation of the AVSG. No. 1.3.2 of the notes on the implementation of the AVSG.
Requirements for the recognition of individuals in the context of self-employment:
- These are household-related services or everyday assistance.
- The individual is a suitable specialist
- All requirements according to § 82 para. 1 sentence 1 no. 1, 2, 3, 4 and 6 AVSG are fulfilled.

Individual volunteers
Individual volunteers can register with the regional specialist dementia and care offices in the administrative district in which the support is provided. Once registered, the offer of support in everyday life is recognized.
Requirements for the registration of individuals working on a voluntary basis:
- The individual is a natural person aged 16 or over.
- She is neither related by blood or marriage up to the second degree to the person in need of care, nor does she live with them in the same household.
- The individual is demonstrably qualified for the target group and activity or has completed at least the required basic training of eight teaching units.
- It has adequate insurance cover.
- The expense allowance is well below the minimum wage applicable to the activity in question and does not appear to exceed the individual’s expenses for their voluntary work. The expense allowance for the voluntary support of a person with care needs may be tax-free in accordance with Section 3 No. 36 of the Income Tax Act.
- No more than three people with care needs are supported per month.
